Ok doc heres what I did. One of my "secrets" is that i double images a lot sometimes triple them! then i use the blending modes to get different looks( color dodge / linear burn / overlay etc... The blending modes make it easy, and if you play around with them you get different FX.
I doubled the city then I motion blurred it....to give it that "shimmering" glossy look. I cut out the sky with the polygon lasso tool, doubled that and used a blending mode to make it look creepy...then i used an red/orange gradient to colorize it making the sky look like all hell is breaking loose. + a lense flare for "dramatics" .
I cut out the flame / copy + paste then blurred it 90 degrees (those streaks of light) and just added more. I also clone stamped the hole left from the cut out. (if you look closely you can see i added an extra building and clouds in the background.
-whew- seems like a lot of work but it was actually simple.
